Why decorated cookie prices surprise people
Customers see a cookie and think of the store price. They don't see the outline and flood layers, the drying time between colors, the detail piping and the individual bagging.
If you price decorated cookies like drop cookies, you will be working for a few dollars an hour. Time a dozen and let the price follow the time.
The steps
1. Cost the dough per dozen
Add flour, butter, sugar, eggs, vanilla and add-ins for one batch, then divide by the dozens it makes. Butter and chocolate are the big costs.
2. Cost the icing
Royal icing uses powdered sugar, meringue powder and gel colors. Divide a batch by the cookies it covers.
3. Add packaging
Heat-seal bags, boxes, stickers and labels add up fast. Count them per dozen.
4. Time baking and decorating
Time a full dozen from mixing to bagging. For decorated cookies, include drying waits only if you can't do other work then.
5. Add overhead, profit and fees
Oven power, tools, cutters, licenses and kitchen supplies are overhead. Add 10%, 25% profit and about 3% if customers pay by card.
Worked example: three cookie orders per dozen

That is about $5.58 per simple decorated cookie and $9.25 per detailed cookie. If your market won't pay that, simplify designs, use fewer colors, or offer a mix of decorated and plain cookies in each dozen.

The same dozen chocolate chip cookies at $25.00 leaves different money in your pocket depending on where it sells. This uses the $18.81 cost to make from the example above, with Etsy's current transaction, processing and listing fees and Square's in-person card rate. Shipping, sales tax and ads are left out.

On Etsy, fees take about 11% of a $25.00 sale. If a sale comes through Etsy Offsite Ads, add another 15% (12% for shops over $10,000 a year), so build that into your price if you're enrolled. Most cookie sales are local pickups or events, so card fees are low. Shipping cookies adds boxes, padding and fast shipping costs.
Bulk and custom order pricing
For an event order of decorated favor cookies, custom cutter, design sketch and a sample takes about 1.5 hr at $20.00/hr. Charge that once per order, then spread it across the pieces. Materials are $0.58 per piece and hands-on time is 9 minutes, which drops when you batch the same design. Overhead is 10%, profit 25%, and 3% covers card or invoice fees.

The price per piece falls from $8.62 to $4.65 because the setup is shared, not because you cut your rate. Quote the tier the customer actually orders, ask for a 50% deposit before you buy blanks, and set a minimum order size for custom work.
